Beware, Villain! For I have Arrived! This one just screams 80's Anime to me. A whole lot of sleuthing has failed to turn up anything other than a possible lead on the show name. Another cel of this guy was advertised as being "possibly from the show El Doran Saga." Since I can't turn up a reference for that show, I'll just have to keep calling him a piece of Mystery Meat!
